Defense Secretary Ashton Carter and Joint Chiefs of Staff Chair Martin Dempsey testified at a hearing on the Pentagon budget and President Obama’s request for authorization for the use of military force (AUMF) against *ISIS. They also answered questions on U.S. relations with Russia and Iran.
